Abstract
The Open of University (UT) is a college that implemention of distance learning models in providing educational services to students. Strategic Plan of UT in 2005 - 2020 years UT mention one mission is to provide access to high-quality education for all walks of life the world through the implementation of various programs PTTJJ. While the goal of providing access to high-quality education to realize a knowledge-based society (knowledge-based society). UT services conducted through distance education mode-based Information and Communication Technology (ICT). ICTs can be used for online learning in distance education, among others; course websites, audio video capture through the web, web conferencing and use of mobile phones (HP) to download material. But in the field, not a lot of students who are actively using this online tutorial services. Guidance and Counseling from the number of students as much as 467 969 people, only 21 088 (0.05%) are using current learning technologies that have been provided by UT. While students who have been activated, only 68% percent of students who are actively participating in the learning process online. While the constraint of the tutor is a low ability of tutors to provide online learning services. The data showed very low activity tutor (tutor activity at 2012.1 half as much as 21 times per day). Efforts to increase the use of tutorial services activities can be done by reframing the organization, from the Structural Frame, Human Resource Frame, Frame and Reframing ETICS Symbolic and Spiritual.
