Abstract

Universitas Terbuka (UT)’s teaching materials is an asset that has great value, and functions as a safety stock to fulfill future demand responsively. The unwell inventory management cause several problem such as unavaibality of teaching material that cause the student to wait for a long time to get the materials. The distribution of the teaching material often took a long time due to centralized system of inventory while the student comes from all over place in Indonesia. The inaccurate demand prediction cause some material overstock while the others are understock. This paper measure the performance of teaching material’s supply chain using SCOR model.The result of the UT’s teaching material Supply Chain performance measurement overall is good. The Perfect Order Fulfilment Indicator achieves 100% performance, which means that all orders from students can be fulfilled. The Order Accuracy indicator is also worth 100% because there are no complaints from students, both regarding the quality and quantity sent. The poor performance can be seen in the delivery performance indicators of the customer commit date, namely the length of time the order is fulfilled. There are still 21% of orders that are fulfilled longer than the set target, which is 14 days, although on average it is still under 14 days (10.7 days). Improvements to Business Process Reengineering (BPR) are carried out on the order handling process according to the findings from the analysis Stage 2 of SCOR performance mapping, including: designing SOPs for the use of information systems that are clear and well socialized to all employees who work in warehouses, forecasting student demand which is carried out with better methods, thereby reducing the unavailability of teaching materials when needed, proposed layout redesign storage warehouse so that the flow of products from receiving to shipping (delivery of teaching materials to students) can be done more quickly. This study recommends improvements to the logistics process in UPBJJ, especially in procuring teaching materials, and fulfilling orders from students.
