Abstract
Corruption destroys national life. Therefore corruption was considered an extraordinary crime. Although not a few corruptors were arrested, but that did not discourage people to commit corruption. Many people were not aware of corrupt actions because they considered it normal. Why has corruption became entrenched in Indonesia? When did the culture of corruption existed in Indonesia? This research used the historical method. The sources used were the colonial archives, and newspapers published during the colonial period. Data collected from various sources and then constructed in the form of historiography. The findings indicated that the culture of corruption in the history of modern Indonesia, had existed since the modern administration of the Dutch East Indies was formed. Corruption occured not only by high-level officials but also at the village level in the form of tax evasion by village heads. Since the Netherlands-lndie government was formed, the village head functioned as a tax collector. Not all taxes collected were submitted to the state treasury, but some was used to enrich themselves. That was caused by less optimal control from the government.
