Abstract
Universitas Terbuka (the Indonesia Open University/UT) was established in 1984 with a mandate to give high school graduates an opportunity to study at university, provide further education to teachers, and provide opportunities for the already working citizens. UT implemented open and distance learning. The combination of mandate and "open" philosophy in UT implementation causes UT student characteristics to have a high range, both in terms of age, occupation, and residence. The problem faced by students is that the majority of students do not have sufficient knowledge of how to design learning in open-distance education and UT has not yet provided a learning guide that matches the time allocation held by students. This research seeks to identify and describe self-learning planning patterns by students from diverse backgrounds and develop self-study guide for UT students. Learning planning is the process of preparing the learning activities in a systematic way so that students can acquire knowledge, skills, and attitudes that he learned well in accordance with the expected goals. The learning component consists of learning objectives, learning materials, learning activities, methods, media, learning resources, and evaluation. The steps of this process are usually referred to as the R & D cycle, which consists of studying the research findings, the field testing it in the setting where it will be used eventually , and revising it to correct the deficiencies found in the filed-testing stage. Developed guidelines are tested twice on law students at UT Headquarter, teachers in Wonogiri, and towards economic students in Batam. The results of the trial are then revised. Then, the learning planning guidance tested again. The final guidance contains the setting of students learning objectives, the collection of possible learning materials and resources, the method plan and the time of study on a regular basis, the learning tool plan, the type of evaluation plan to be followed, and the activity plan student affairs to be followed.
