Abstract

This research is an evaluation of Batam and Pangkal Pinang regional offices. This research will explore the performance of organizational structure in UPBJJ-UT which has operating area in the archipelago. In addition, the introduction of new policies on the management of study groups is also of concern in this study. How the new study groups scheme is able to act as a mediator between students and UPBJJ-UT. This study aims to evaluate the effectiveness of differentiation, coordination, span of control, and communication of organizational structure of Batam and Pangkal Pinang regional offices (RO). Organizational structure refers to the division of labor as well as the pattern of coordination, communication workflow, and formal power that direct organizational activities. An organizational structure reflects the organization's culture and power relationships. Within the organizational structure there is a specialization of work, department, chain of command, span of control, centralization and decentralization, and formalization. In this study the four components of the organizational structure that became the research subfokus is differentiation, integration, span of control, and communication. This research is a combination research (mix method) with concurrent triangulation strategy. The location of this research is Batam and Pangkal Pinang regional offices. The data sources of this research are the head of UPBJJ, coordinator, management of study group, and students. This research reveals that differentiation in Batam RO is effective except in the absence of overlapping work and unbalanced workload so that the burden is transferred to another unit. Coordination is implemented vertically and horizontally either directly or by using media. The span of control is well executed. No official has objected or too many subordinates to be controlled. Communication in RO is implemented by following hierarchy and main task and function respectively. Organizational communication is effective. Informal communication greatly facilitates UT's organizational communication.
