Organization circumstance viewed as an important indicator for organization affectifity. Hence the organization circumstance will help self adjustment of the officials in case of organization change. A positive organization circumstance for the officials could have been seen from their attitude in giving a considered excellent public services accurately, diligently, courageous, and discipline in doing their daily obligations. The objective of this research has been done to gain the information about organization citcumstance in shining up the working enthusiasm of the officials in Youth and Sport Department Riau Island Province. This research has been done in qualitative methodology in depth interview ways due to “Kepala Dinas dan Pejabat Eselon III” and based on the questioner delivered to “Pegawai eselon IV” and Staff. The analysis results showed that the working climate of youth and sports department Riau Island Province is good enough, that is 55.31% but not comparable to morale, which is 52.82%. ideally, if the organizational climate must affect morale, but in happened otherwise, what happened? As for the cause is variable moral, especially indicators of work discipline, work discipline in particular indicators, statements of officials and employees are same low. Which is low, 18.18%. As a conclusion of this research proved that-from data analysis result- Organization circumstance has not optimal and un good effect to working enthusiasm, mutualism has not optimal because indiscipline or have another factor like culture of work.
