Abstract

National reform rolling in 1998 aimed to realize the rule of the principles of Good governance. Good Government implemented by apparatus that is clean, ignified, responsible, moral, ethical, disciplined and high integrity, so it can run the government and its basic tasks and functions optimally, and able to apply government based on the principles of good governance, professional, law enforcement, accountability, transparency, participatory, responsive, democratic and free of corruption, collusion and nepotism. The implementation of the government in the district of North Aceh assessed by the community still has not been effective yet and performed maximally, so it is still questionable on the application of governance and efforts to what is done in applying the principles of governance based on good governance. As this study has general and specific objectives, a general objective is to know how the application of governance based on principles of good governance, while a specific objective is to know the factors inhibiting and what is done in an effort to build a government based on principles of good governance. This study is a descriptive and analytical research, by observing the application of the principles of good governance in the government of North Aceh. Data needed for this research is in the form of primary data obtained through field research using questionnaires and interviews with respondents, or informants. Then the secondary data obtained through field research using questionnaires and interviews with respondents, or informants. Then the secondary data obtained from literature materials, books, literature, magazines, documents and policies or legislation. The result showed that the government of North Aceh has not been implemented based on the principles of good governance, because there are still indications of corruption, collusion and nepotism, inefficiency, abuse of power and authority, low quality and quantity of performance, no equitable of distribution of work (job monopoly), unsatisfied of public services, low productivity of performance, service to communities are not in time, still through a lengthy bureaucratic .channels and no clear public service standards. To all personnels of government in all areas of government organizations are suggested to strengthen their commitment and enhance their spirit to build a government based on principles of good government namely professionalism, transparency, accountability, rule of law. Particularly in applying the principle of transparency in meeting the needs of public information freely and openly, it can be implemented the Presidential Instruction No. 3 of 2003 on e-Government, so the public can easily obtain, keep and access the information.
