Abstract
The Factors that are influencing the implementation of Compulsory Primary Education policy of 9 years are communication, resources, disposition and bureaucratic structure. While the factors that become barriers are social and economic conditions, lack of parental awareness of the importance of education, lack of transport facilities, geographical conditions, facing time constraints to make a living themselves or help their parents work. Efforts made by local governments, namely by continuing to communication, socialization, enlightenment to the target groups and set up package Unit New School District Junior High School . The School Efforts, in order to make the under graduate schoolchildren or drop out school children is that these children here to go to school. Community effort that involving children aged 13-15 years to follow the policy of Compulsory Primary Education policy of 9 years and come to monitor, oversee the implementation of compulsory schooling, to monitor child of compulsory school age who do not follow the compulsory education, compulsory education program organized around their homes. In conclusion, this study proves that the implementation of Compulsory Primary Education policy until the year 2010 has not reached the target.
