Abstract

Semarang city as the capital of Central Java province and metropolitan in exploiting ground water in each year has increased. In 2004 the volume of groundwater that is taken at 6.3 x 106 m3 , and in 2008 of 9.6 x 106 m3 . There are three sectors in the utilization of groundwater in the city of Semarang, is domestic, industrial, and hotel. Domestic water needs are served by PDAM Tirta Moedal amounted 56,1%, which exploited of ground water 19%, while industries and hotels to exploited groundwater 90%. If Semarang groundwater availability exploited by the third sector in 2008 amounted to 5.59 x 106 m3 , and in 2030 had experienced deficit groungwater. To anticipate the groundwater deficit, created sixt scenarios, namely (a) limiting the growth rate of the hotel to 1% per year and reduce water consumption guest hotel to 120 lt/orang/hari, (b) limiting industrial growth rate was 6% per year reduced to 3% per year, (c) reduce the domestic unit water consumption by limiting population growth to 1% per year and reduce water consumption becomes 120 lt/orang/hari, (d) increase the production capacity of PDAM is to improve service to the domestic to 70 % and groungwater uptake is limited to 15%, (e)a combination of a, b, c, and d scenarios, and (f) moratorium on utilization of ground water. Of the six scenarios, there are two scenarios that can be applied. (1) scenario (e) that result is the availability of ground water in 2050 amounted to 0.89 x 106 m3 and no groungwater deficit, (2) moratorium on the use of ground water, the result is since the year 2020 increased the availability of groundwater, and by 2025 had reached the safety yield, and availability of ground water in 2050 amounted to 13.88 x 106 m3 which followed MAT reaching 9.5 meters.
