Abstract

Bureaucratic transformation is a of comprehensive effort in organizational change. It begins with re-assesed the organizational philosophy, values and norms. Other organizational components such as organizational culture, organizational structure, human resource, accountability, control, and leadership are also should be changed. Universitas Terbuka’s (UT) transformation has systematically and structurally begun at 2001. It was started by re-assessing UT’s vision and mission declared in the year of 1998 which then became basic for UT’s policies as well as foundation of organizational culture development. Basic values adopted by UT are quality management and good and corporate governance. These values and norms, then operationalized to be quality culture, accountability, transparency, and law-abiding. There are six strategies implemented in UT reform. First, to build common perception about task and function, and developed UT’s corporate culture and character; Second, to change the organizational structure; Third, to change the planning mechanism and budget control; Fourth, to complete the work facilities. Fifth, to implement information system; Sixth, to transformation and increase human resources development. All strategies were taken as efforts to transform UT into a learning organization or knowledge management. According to International Council for Distance Educat ion (ICDE) on 2005 quality review, UT has been declared as a learning organization (LO). Then, by 2010 review, UT has been announced as a LO with an international quality standard of services. This opinion is in line with government regulations (2010 Presidential Regulation Number 81 which states that one of transformation program is transforming public organization to knowledge management.
