Abstract

Online examination started in UPBJJ-UT Surabaya since the registration time 2005.2 by name UBK (Ujian Berbasis komputer / computer based test) until the registration time 2009.2. On registration time 2010.1, UBK more perfect become an online examination system ( Sistem Ujian Online/ SUO). During conducting the online exams neither UBK Nor SUO, the number of participants is always less than 20 people or less than 2% of total non pendas student at UPBJJ-UT Surabaya. This study aims to: 1. describe and comprehend empirically the non pendas students' understanding to the online exam system in UPBJJ UT Surabaya; 2. describe and recognize the preparation service quality SUO in UPBJJ-UT Surabaya; and 3. Describe and recognize the implementation quality SUO in UPBJJ-UT Surabaya. This research uses a naturalistic qualitative approach to the type of case study research. The research subjects consist of: head of UPBJJ-UT, coordinator of registration and testing, employees and students. Data obtained through participant observation and in-depth interviews, and document study. The results showed that: 1. percentage of total student UT Study program non pendas in UPBJJ-UT Surabaya which are not recognize SUO at 64.22%; 2. Level of student understanding of non pendas study program to the ways of the registration and implementation of SUO which is low. The low of student understanding level in registration and implementation influence the number of SUO participants; 3. UPBJJUT Surabaya do not do socialization activities SUO yet; 4. Most of participants argued that the quality of online test preparation SUO in UPBJJ-UT Surabaya is quite good, and 5. The examination implementation SUO generally went smoothly and satisfactory student.
