Abstract

The purpose of this study was to describe, compare and analyse course development procedures at the British Open University (BOU), the Open Learning Institute (OLI), and Universitas Terbuka (UT) in order to determine ways of improving the UT course development system. In order to provide comparable descriptions of the three course development procedures, a generalised framework was created. This framework dealt with the major categories involved in any distance education institution and consisted of five categories: curriculum design, format design, preparing course outlines, preparing course content, and editing, revising, and approving course materials. Information was obtained primarily by conducting interviews and reviewing literature. Information about BOU's systems relied almost exclusively on literature review and correspondence. The three institutions' course development systems were described by using the generalised framework. Then the descriptions were compared and analysed category by category. The apparent strengths and weaknesses of each institution's procedures were discussed to identify whether there existed ways of improving the course development system at UT. Some recommendations for the course development system were given which are expected to improve the present system being used at UT. There are many strengths to the BOU and OLI course development systems. However, only some are suitable for UT's present situation. These suitable points were stated in the recommendation section.
