Abstract

This study wants to map out an overview of the implementation of “Rembug Musrenbangkel” in citizens and communities that have been implemented in Mojokerto; and also, to analyze the potency and what are the opportunities that can be developed in that city within women as an actor and facilitator in the “Rembug Musrenbangkel”. The research is also aimed to get an empowerment model and facilitator development strategy of “rembug”; and seeks a realistic and applicable musrenbangkel model that can be developed to support the efforts of participatory, transparent, and accountable in local context of planning and budgeting. This research uses depth interview methods, research documentation, and observation. In-depth interviews (depth interview) is to explore the effectiveness of the implementation of administrative musrenbang in: (a) people - especially people who had been appointed as representatives of groups or community (community leaders, religious leaders, youth, women, entrepreneurs, farmers, fisher folk, SMEs, NGOs, CBOs etc.), (b) the bureaucratic apparatus of the village, district, until SKPD/Office directly related to the implementation of musrenbang, (c) depth interview will be held to the Civil Society Organization (could be NGOs, CBOs, educational councils, city councils, activist SMEs etc.) and donor agencies or development consultants (e.g. LGSP, ESP, HSP, Fitra, etc.) which may provide guidance (and advocacy) of regional planning in the region. The results of this study indicate that rembug of residents in Mojokerto can be seen as a process of interaction occurs on the values and principles that use public reason for determining public policy, and a rational basis for determining public issues that aims to get 'truth' ( thorugh public sphere). Interaction which happens is people asking each other and listen to each other, so that in the deliberation sphere "I" has been changed to "We". This research also shows that women can be empowered when we give a representative space. In the patriarchal society which the leadership and organizational skills of women still doubt, Hamida’s role is to provide the atmosphere for women to reverse this presumption. Through the Training of Facilitators (TOF) some women can play a facilitative function in Musrenbangkel. Hamida prove that women can also communicate, firm, wise, confident, and able to lead the forum as facilitators. It is the challenge to all of the capabilities that have been stereotyped as 'property' of men.
