Abstract
Community empowerment has so far created community dependence which makes them less likely to be independent. In the coastal area of Bengkulu City, community empowerment has been carried out especially among fisherman communities. However, it was not done sustainably and did not encourage the communities to become independent. In this context, for example, several government agencies often provide coastal communities funds, but its benefit was only temporary. There was no evaluation of program outcomes causing the program not to run optimally. This article describes a pattern of stakeholder collaboration in community empowerment in the coastal area of Bengkulu City. This study was conducted using a qualitative descriptive method. Data were collected through observation, interviews, and documentation. Object determination was done using purposive sampling and convenience sampling techniques, while data validity was obtained using data triangulation techniques. Results showed that stakeholder collaboration was not going well with an indicator that involved stakeholders had not yet entered into an agreement and cooperation agreement as an effort to increase the capacity of coastal communities
