Abstract

This Policy Brief examines the micro-credential ecosystem in Indonesian higher education as a strategic instrument to expand access to flexible learning, ensure relevance to industry needs, and support the development of a skills-based workforce. Against the backdrop of challenges such as youth unemployment, skills mismatches, and gaps in lifelong learning access, the study highlights national initiatives including Kampus Merdeka, Micro-Credentials for Indonesian Students (KMMI), Certified Internship and Independent Study (MSIB), the Pre-Employment Card (Kartu Prakerja), and micro-credential programs by the Indonesia Cyber Education Institute (ICE Institute). Findings indicate that over 80% of employers are willing to hire micro-credential holders, yet there remains a need to harmonize definitions, recognition mechanisms, and alignment with the Indonesian Qualifications Framework as well as international standards. The Policy Brief recommends establishing a cross-sectoral task force, developing national–international standards, enhancing inclusion, leveraging digital platforms, strengthening quality assurance, and monitoring education-to-employment transitions. A comprehensive policy-driven approach is expected to position micro-credentials as a key driver for building a resilient, inclusive, and skills-based economy toward Indonesia’s 2045 vision.
