Abstract

Development Planning Conference (DPC) basicly is not a new planning policy from village, subdistrict, and regency. In fact, the implementation of Development Planning Conference on the other level are not good. The aims of this research is to describe policy effectivity in Wakatobi and the implication of Anggaran Pendapatan Belanja Daerah (APBD) who have be success to get human aspiration and necessary. The research method is quality description, with quetionare, interview, observation and documentation. It's to answer the problem research. This research is focused about how to process of Development Planning Conference with interview as an informant structurally and instructually with other secunder data. The result research show, they are implementation of Development Planning Conference at Wakatobi from village, subdistrict and regency is not effective. They are ability dimention to identificate to many problems who have not been effective. So, the implementation of Development Planning Conference still be late. Certainly, the formulate to plan program completed, because have arranging estimation of base working. The result of Development Planning Conference can be helped at Badan Perencanaan Pembangunan Daerah (Bappeda) to accomodire on APBD because that's data is complicated. On increase to implementation effectivity of Development Planning Conference Yearly, necessary to socialization about how to be doing Development Planning Conference step by step and it's need to have sinergity of stake holder on Development Planning Conference processing, so can be result from under to up level as the main idea.
