Abstract

This research aimed to analyze the factors that affecting the utilization rate of Dufa-Dufa Fishing Base, to conduct the development strategy to increase the function and role of Dufa-Dufa base. The method that has been use in the research was case study through the description of Dufa-Dufa Fishing Base activity condition. The utilization rate measure by the calculation of catch rate and fishing effort by the fisherman in the Dufa-Dufa fishing base, using the calculation method of CPUE. Strategy recommendation for the development and uses of the Dufa-dufa fishing base, was analysis using the SWOT method The result of the research shown that, the management level of Dufa-Dufa Fishing Base according to the CPUE value, tend to decrease in the productivity rate, marked by the shift of the amount of fishing fleet and the fisherman operated in the last five (5) years. According to the internal and external factor result that analysed by SWOT method are: (1) increasing scale of effort of the Dufa-Dufa Fishing Base by exploiting investment from local government or partner; (2) developing of the fishing technique and post-production processes; (3) increasing the human resource who organize and utilize the fishing base; (4) empowering local labour enableness as a side profession or main occupation especially by management and utilize the Dufa-Dufa Fishing Base; (5) integrating fishing area development around the Dufa-Dufa Fishing Base to optimalize the utilization and management of the fishing base; (6) developing the infrastructures for the operational of the Dufa-Dufa Fishing Base; (7) expansion the market system expansion according to the function of Dufa-Dufa Fishing Base as center of economic expansion of fishery society; and (8) developing of the information access of fishery and marketing production through relevant institute.
