Abstract

Changes the relationship between central and local governments is not only cause problems in the field of the government management, but also in the social issues, namely the horizontal conflict. This conflict is an endless circle, which can lead to public unrest. Among the various existing conflicts, one of which is the land conflict. Handling land conflict in the era of local autonomy, has not reflected the state alignments to the public. Changes the relationship between central and local governments have not been able to resolve land issues. Referring to the problem, this paper was about to offer conflict resolution through the concept of justice for minority rights. Problem solving based on this concept is important to be raised. Along with the democratization process and strengthening of civil society then the conflict has the potential to contribute to social and political instability. Therefore, the problem is important to be resolved. In this paper we described the case of land conflict in Bulukumba, South Sulawesi. Bulukumba case indicates a systematic effort of government and corporations in an effort to resist the people in regaining their land rights and other natural resources.
