Abstract

The practices of sister cities framework enhances local governments capacity in dealing with international parties. The implementation of decentralization has maximized public participation and also embark innovation for competition for local government in conducting international cooperation. However, regional governments has no authority to sign international treaties, agreements, or MOU (Memorandum of Understanding), this is due to the principles of conferral, subsidiarity and proportionality in conducting international cooperation and in the framework of coordination and supervision with the central government (MoHA). Nevertheless, possibility of local government to international cooperation is stated with the approval (Art 42 of Law 32/2004) from the local parliament in the plan of cooperation between regional/local government with third parties (international treaties). The importance of this issues is in line with realization of the 2015 ASEAN Economic community.
