Abstract
This research aims to make scientific contributions to organizational theory by using the approach of middle-range theory of agility. To obtain valid data, the research used case study in three provinces in Indonesia; Special Capital Region of Jakarta Province, South Sulawesi Province, and Gorontalo Province. The data collection techniques used were observation, depth interview, FGD, and documentation. This research succeeded in finding that in inward looking perspective, Indonesian public bureaucracy is still weak. The implication of the research results is expected to have an impact on leading public bureaucracy that has new qualifications and capacity that can create policy formulation patterns, policy formulation capacity, and even training education models that create agile policies. In addition, public bureaucracy is required to think critically and innovative to produce service excellence.
