This research aims to determine and analyze the influence of human resources, leadership and information technology in the Regional Office of the Ministry of Law and Human Rights of West Papua Province. This research approach uses a quantitative research approach with a sample size of 100 people, as well as three informants who have capacity regarding the research problem. Meanwhile, data collection techniques use observation, questionnaires and document studies, and interviews. Research data was measured using a Liker/ scale and then analyzed using the path coefficient statistical test with the help of the SmartPLS program. Furthermore, the author also conducted interviews to obtain the depth of the research problem. The research results showed that the majority of respondents gave high agreeable responses to the variables of human resources, leadership, information technology and intellectual property public services at the Regional Office of the Ministry of Law and Human Rights of West Papua Province. The results of the research show that human resources, leadership and information technology factors influence public intellectual property services at the Regional Office of the Ministry of Law and Human Rights of West Papua Province, with a percentage of 81.3%, while the other 18. 7% is influenced by other variables not included in the research. Meanwhile, the results of interviews found that human resource, leadership and information technology factors at the Regional Office of the Ministry of Law and Human Rights of West Papua Province were good and had an influence on the quality of intellectual property public services. However, in terms of information technology, there are still people who are technologically illiterate and information technology in Regional Offices that is not fully in line with their need~ and desires. Based on the results of this research, it can be concluded that human resources, leadership and information technology have significant positive influence on the quality of intellectual property public services at the Regional Office of the Ministry of Law and Human Rights of West Papua Province. Furthermore, human resource, leadership and information technology factors at the Regional Office are good, but need improvement, especially in terms of information technology. This research has limitations in terms of the number of respondents, the composition of the statements in the variables, and the number of informants is not too large. The limitations in this research can be used as suggestions for further research.
